Entire UP System Eligible for 2024 Performance-Based Bonus, Payout Before Year-End — DBM

DBM confirms entire UP System is eligible for FY 2024 Performance-Based Bonus. Qualified UP personnel to receive PBB before end of 2026. 179 UP Manila posts also regularized.

MANILA, Philippines — The entire University of the Philippines (UP) System is eligible for the Fiscal Year 2024 Performance-Based Bonus (PBB), the Department of Budget and Management (DBM) confirmed on Friday, October 9, 2026.

DBM Acting Secretary Kim Robert C. De Leon announced that qualified personnel from across the UP System can expect to receive the bonus before the end of 2026.

DBM Confirms PBB Eligibility for Entire UP System

De Leon made the announcement during his inspection of UP Manila’s medical and nursing simulation facilities. According to the DBM, the bonus recognizes the collective performance and contributions of the UP System’s professors, researchers, healthcare professionals, and administrative, technical, and support personnel.

“Excellence is a collective effort. And when an institution performs, the people who make that performance possible deserve recognition,” De Leon said.

“Good performance in government should not only be expected. It should also be recognized,” he added.

Funding Secured Under 2026 GAA, Release Expected This Year

The announcement follows Malacañang’s earlier confirmation that eligible government employees will receive their 2024 PBB within the year.

Palace Press Officer Claire Castro said funding for the 2024 PBB is already secured under the 2026 General Appropriations Act (GAA), and the release could be earlier depending on the implementation schedule.

What is the FY 2024 PBB?

The FY 2024 PBB is a performance-based incentive granted to qualified personnel in agencies that meet the government’s performance management system. It was approved by the Office of the President after a review by the Technical Working Group created under Executive Order No. 61.

To qualify, an agency must obtain an overall score of at least 70 points across four dimensions: performance results, process results, financial results, and citizen/client satisfaction results. 🔗

179 Part-Time UP Manila Posts Regularized, 5 Reclassified

Alongside the PBB announcement, the DBM also approved the conversion of 179 part-time faculty positions into regular positions at UP Manila, plus the reclassification of five faculty positions.

The move is expected to strengthen employment stability for educators preparing the country’s future healthcare professionals.

UP Manila, as the country’s National Health Sciences Center, plays a critical role in training doctors, nurses, and other health professionals who serve communities nationwide.

“If we want students to have a better future, we must also take better care of the people preparing them for that future,” De Leon said.

“A university is not made excellent by its buildings alone. It is made excellent by the people who bring those buildings to life,” he emphasized.

What’s Next for UP Personnel?

The DBM said it will coordinate with the UP System administration for the validation of qualified personnel and the processing of the bonus. Only personnel who meet individual performance requirements will be eligible.
