MANILA, Philippines — October 5, 2026 — The Department of Budget and Management (DBM) assured public school teachers that there will be no unnecessary delay in the processing and release of the FY 2024 Performance-Based Bonus (PBB), as the nation celebrates World Teachers’ Day.
In an official statement released today, October 5, 2026, the DBM said it is working closely with the Department of Education (DepEd) to expedite the budget release, in line with the directive of President Ferdinand R. Marcos Jr.
DBM to Fast-Track PBB Release After DepEd Submission
According to the DBM, the release process is now in the final compliance stage. Under Executive Order No. 61 Technical Working Group (TWG) Memorandum Circular No. 2026-1, the DepEd has 20 calendar days from receipt of the Final Eligibility Assessment Report from the TWG to submit its Form 1.0 (Report on Ranking of Offices/Delivery Units) to the DBM.
Form 1.0 identifies the officials and employees eligible for the FY 2024 PBB.
“Upon receipt of DepEd’s complete and accurate submission, the DBM will immediately review and process the necessary Special Allotment Release Order (SARO) and Notice of Cash Allocation (NCA), consistent with applicable rules and procedures. We assure our beloved teachers that there will be no unnecessary delay on the part of the DBM.”
The DBM emphasized that the PBB recognizes the work and performance of teachers who carry the enormous responsibility of educating the next generation of Filipinos.
Understanding the FY 2024 PBB Process Under EO 61
Below is the official process flow for the FY 2024 PBB:
1. Final Eligibility Assessment: The EO 61 TWG completes validation of DepEd’s performance.
2. DepEd Submission: DepEd has 20 days to submit Form 1.0 to DBM.
3. DBM Review: DBM reviews the report for completeness and accuracy.
4. Fund Release: DBM processes the SARO and NCA for crediting.
Qualified government employees, including DepEd personnel, may start receiving their FY 2024 PBB between October and December 2026, once agencies complete validation, as previously announced by the DBM.
What Public School Teachers Need to Know
Is the FY 2024 PBB already available?
Not yet for immediate crediting. The October 5 announcement confirms the processing route is now active and that DBM will not cause any delay.
Who is eligible for the FY 2024 PBB?
Eligibility will be based on DepEd’s Form 1.0, which ranks delivery units and identifies qualified officials and employees who met performance targets under the new EO 61 system.
What is the next step?
Teachers are advised to wait for the official advisory from DepEd Central Office regarding the submission of Form 1.0 and the subsequent payroll crediting schedule.
In closing its World Teachers’ Day message, the DBM said:
